- Expression of Interest are invited for Ex-Post Evaluation of 3 Water Supply Projects, Cambodia. Ex-post Evaluation: Three Water Supply Projects in Phnom Penh and Siem Reap CONSULTING SERVICES: Request for Expression of interest 1 - The Agence Française de Développement (AFD) has set up a new ex-post evaluation tool in order to systematically evaluate all AFD-funded projects and programmes once they have been completed. This approach responds to AFD-s concern not only to ensure objective information on the proper use of the public funds for which the agency is accountable, but also to its firm wish to gain an in-depth understanding of the results of its activities, learn lessons from past interventions and foster greater dialogue with its partners. 2 - These evaluations will be financed and managed by AFD, entrusted to external consultants and shared with its partners, the contracting authorities for the projects concerned. They will involve examining the performance of the projects and programmes in line with the five criteria recommended by the OECD-s Development Assistance Committee (DAC), namely: relevance, efficiency, effectiveness, impact and sustainability. 3 - In this context, AFD wishes to hire a consultancy firm to conduct the ex-post evaluation of: Grand Phnom Penh Water Supply Project, Niroth Phase 2 - CKH1121 01F, financed by AFD as non-sovereign loan for the benefit of Phnom Penh Water Supply Authority (PPWSA) And Extension of Chamcar Morn Production Facilities and Distribution System Project, Chamcar Morn - CKH1174 01P, financed by AFD as retroceded sovereign loan with MEF for the benefit of Phnom Penh Water Supply Authority (PPWSA) And Siem Reap Emergency Bridging Water Supply Project, SRWSA - CKH1161 01K and 02L, financed by AFD as retroceded sovereign loan with MEF for the benefit of Siem Reap Water Supply Authority (SRWSA) The consultancy team/individual to be hired will conduct three evaluations in parallel, staffing should be suggested accordingly and mobilization schedule should clearly present how the team will work on the projects. A cross-analysis between the 3 projects on different key issues will also be requested The main objective of Niroth Phase 2 - CKH1121 01F project and the five related sub-objectives were itemized as follows: § To enhance the living conditions of Phnom Penh citizen thought the access to a safety managed water supply service, especially for those living in periphery areas, responding to the second master plan 2005-2020. Ø Component 1: Water treatment plant (130 000 m3/day); Ø Component 2: Technical assistance on procurement design, construction supervision and information system reinforcement; Ø Component 3: Raw water transmission main from intake to treatment plant; Ø Component 4: Treated water transmission main from treatment plant to distribution network; Ø Component 5: Distribution and management improvement. The main objective of Chamcar Morn - CKH1174 01P project and the three related sub-objectives were itemized as follows: § To enhance the living conditions of Phnom Penh citizen thought the access to a safety managed water supply service, especially for those living in periphery areas, responding to first phase of the third master plan 2016-2030. Ø Component 1: Rehabilitation of water production facilities (52 000 m3/day); Ø Component 2: Water network extension including transmission and distribution pipes; Ø Component 3: Technical assistance on procurement design, construction supervision and information system reinforcement. The main objective of SRWSA - CKH1161 01K and 02L project and the two related sub-objectives were itemized as follows: § To enhance the living conditions of Siem Reap citizen thought a safety managed water supply service as well as to preserve the environment and water resources, responding to FASEP study accomplished in 2017. Ø Component 1: Construction of water production facilities (15 000 m3/day) and treated water transmission main; Ø Component 2: Technical assistance on bidding process and construction supervision. 4 - The interested consultancy or individual consultants are required to have: Ø well-grounded experiences in the last 10 years in development co-operation liked AFD or other similar institutions; Ø sound knowledge in evaluating projects or programmes of public service investment; Ø technical and sector expertise in the field of water supply, public services and public administration; Ø professional experience in Cambodia; Ø excellent command of the English are required. French is a plus (optional). 5 - AFD invites the consultancy firms to provide the services described here above. The interested consultancy firms must furnish the information evidencing that they are qualified to carry out the expected services (brochures, references concerning the performance of similar contracts, experiences acquired in similar conditions, availability of required knowledge and qualifications among its staff or expert network, staff and financial resources, etc.). These information must be provided at maximum 60 pages in one HARD COPY and a PDF file submitted to below address and email. 6 - AFD will shortlist a number (maximum 6) of consultancy firms on the basis of the replies to the present call for expression of interest. AFD will then contact the candidates that match the required profile.
