The WBG will implement a Survey (the Survey) to collect, analyze and utilize quantitative data for this purpose. The WBG is seeking the services of a firm to conduct the Survey in Cambodia. The Terms of Reference describe the proposed scope of work under this assignment. Only those firms who are able to fulfil the terms of this assignment will be contracted as this assignment is time sensitive. The objective of the Survey is to capture the impacts of the global COVID-19 pandemic on trade and GVCs in Cambodia. The findings are relevant to inform trade and development policies. The Trade and Regional Integration Unit and the Cambodia Team of the Macroeconomics, Trade and Investment Global Practice of the World Bank Group seeks to engage, through a competitive procurement process, a Consultant to conduct an investor survey of ca. 600 firms in Cambodia in the apparel and footwear manufacturing, food and beverage, and electronics manufacturing industries. The survey aims to assess the impact of COVID-19 on firms in Cambodia, with a focus on firms participation in global value chains (GVCs). The findings are relevant to inform trade and development policies. The Consultant is responsible for identifying the sample frame as well as the list of firms to be surveyed. Before survey deployment, the selected firm should provide a summary giving the original sample design, weights constructed based on the original design and final sample, along with any other information about excluded populations. The surveys will target the owner or senior manager of the interviewed firms who should be familiar with their companys ongoing operations, investment / production decisions, interaction with government, and interface with suppliers and buyers. The surveys administration mode is expected to be through computer-assisted telephone interviewing (CATI) in either English or Khmer depending on the firm. The Consultant will be responsible for Translating the questionnaire (provided by the World Bank); converting the questionnaire to the appropriate data entry format/software for the CATI Survey; testing the software; pilot testing the questionnaire; maintain a track record of number of calls and related data, and provide the WBG with a summary on consistency checks run on the data; enter the data into an electronic database; submit a report covering observations/experiences arising from the survey and the methodology employed. Someone from the World Bank with survey expertise will also participate in the survey pilot. The Consultant will be a firm with a proven track record in conducting self-administered and/or assisted surveys to businesses operating globally. It should also have experience in conducting qualitative interviews over the phone. The Consultant should have prior experience in implementing surveys, particularly related to firms. The selected Contractor will be responsible for activities including but not limited to, kick off meeting, set up phase, fieldwork, data processing and quality management, reporting and data delivery. The survey exercise is estimated to last between 3-4 months (January 2021 April 2021). The WBG will implement a Survey (the “Survey”) to collect, analyze and utilize quantitative data for this purpose. The WBG is seeking the services of a firm to conduct the Survey in Cambodia. The Terms of Reference describe the proposed scope of work under this assignment. OBJECTIVES AND APPROACH The objective of the Survey is to capture the impacts of the global COVID-19 pandemic on trade and GVCs in Cambodia. The findings are relevant to inform trade and development policies. 3. SCOPE 3.1. Survey Scope The Survey is intended to be a quantitative survey of firms in three industries: (i) apparel and footwear manufacturing; (ii) food and beverage; and (iii) manufacturing of electronics. The sample size is estimated at 600 firms with at least 300 firms in the apparel and footwear GVC and 100 in the food and beverage and electronics manufacturing GVC. The sample of firms in the food and beverage industry should include both formally and not formally registered firms. Informal firms can also be included in the apparel and footwear and electronics industries, based on representativeness. The Survey will be carried out by the selected firm in local language, by means of telephone interviews using a CATI tool based on the questionnaire provided by the WBG. 3.2. The Questionnaire The questionnaire will be provided to the selected firm by the WBG. The selected firm is expected to convert the questionnaire to the appropriate data entry format/software for the CATI Survey. This format should be made available for testing, and the final version should be approved by WBG. The firm is also expected to test the software extensively. The questionnaire must be completed for each respondent. The firm should adhere to the standard protocol in carrying out such surveys. The firm should ensure that they use data entry software to maintain a track record of number of calls, time of call, duration and responses of each call during the Survey. This is so that traceable records are maintained against each unique occurrence. 3.3. Sample Design The firm should facilitate any relevant data sources to design the sample frame in consultation with the WBG team. The eventual sample will need to be validated by the firm with statistical analysis and power calculations. To minimize sample replacement, the sample design must take into account the non-response rate and number of “call-backs”. Enumerators with experience in handling this type of survey should be engaged, backed by strong supervision, in order to ensure minimal non-response cases. In addition, the selected 2 firm should define protocols on number of calls/contacts before accepting a non-response. All cases of non-response should be backed up with full reasons. Before survey deployment, the selected firm should provide a summary giving the original sample design, weights constructed based on the original design and final sample, along with any other information about excluded populations. 3.4.
