Assignment Countries: - Cambodia ASSIGNMENT DESCRIPTION Background: This Assignment is a market study for TCL services sector in Cambodia. TCL services would include transportation/storage/distribution, together with other value-added services, of food/perishable products in a temperature-controlled environment. The main objectives of the Assignment are to: i. determine the existing and future demand and supply for TCL services along the entire value chain for several sub sectors requiring such services such as agribusiness, supermarkets, dairy, meats, quick foods, seafood, pharmaceuticals etc. and the extent of inhouse versus independent TCL service providers (3PL players) in this space ii. carry out a comprehensive analysis of the margin structure and economics of the value chain iii. determine the key constraints and growth drivers for these services as well as for increased outsourcing of such services to 3PL players, and iv. recommend strategies which could be followed for establishing a new TCL service operation in Cambodia, especially private sector involvement and help IFC identify leading operators in this space, that may be candidates for potential financing to support their growth plans. Preliminary Description of Tasks: The Consultant is expected to carry out the following activities: Market overview of TCL sector including cold storage facilities, refrigerated road transport of perishable products as well as other related value-added services. This includes: identification of largest users of TCL services by subsectors (third party and captive); listing of the existing cold storage capacity in target countries (third party and captive); evaluation of market trends (volume and value); definition of typical logistics costs and outsourcing levels; estimation of the cost of TCL as a proportion of the value chain. Identification of gaps / barriers preventing the development of 3P TCL services and that need to be addressed to develop a viable and bankable business model. Demand and supply assessment, including: identification of drivers for growth; development of demand scenarios (base, optimistic and pessimistic); Assessment of projected supply of TCL services from existing and new players, considering current expansion plans; evaluation of entry barriers for new entrants; analysis of switching costs and ability of clients to switch providers; and assessment of existing government support programs. Development of strategies / overall business model which could be followed for establishing a new TCL service operation including suggestions for services to be offered, assets to be used, clients (including anchor clients) to be attracted, geographical area to be serviced and high-level roadmap for implementation in a phased manner CONSULTANT PROFILE The consultant will be a firm with a record of accomplishment in the logistics sector and extensive experience in the field of Temperature-Controlled Logistics (TCL). The Consultant should have a demonstrated track record of advisory, analytical activities in the tasks relevant to this assignment, including TCL market assessments, industry research, supply and demand analysis, feasibility studies and conceptualization and development of business plans. The Consultants should also have demonstrated local experience, resources and knowledge in Cambodia. Finally, the Consultant should also have experience working in TCL projects in Emerging and Developing Economies (EMDEs) and good understanding & assessment of government regulations and its impact on the growth of TCL and 3PL in emerging markets, especially in the APAC region. Consultants that do not meet this profile will not be considered. EXPERTISE REQUIRED FOR THE ASSIGNMENT: Minimum expertise desired: (i) Project Director (responsible for strategic direction, provide technical leadership, ensure the quality and cohesiveness of the deliverables and contribute lessons learned from relevant international projects and with more than 10 years of experience); (ii) TCL expert ( Extensive experience on the assessment of cold chain logistics markets and evaluation of the demand and growth potentials; and experience working in developing countries, preferably in APAC region); (iii) economist (experience in demand modeling and economic analysis for logistics projects); (iv) research analysts ( demonstrated sector research, diagnostic and market analysis experience, along with Cambodia country specific research).
