Description:
In collaboration with Cambodia's Ministry of Environment (MoE, as the PMI focal point for the Government of Cambodia) and potentially other ministries and agencies, the consultants will assist the World Bank to (i) conduct impact assessment of carbon pricing instruments and (ii) assess the barriers to the participation of Cambodia in the crediting markets, including domestic voluntary carbon markets and the Article 6 markets.The activities aim to help Cambodia achieve its carbon neutrality goals, foster economic growth, and ensure alignment with environment sustainability. Additionally, this effort will also support the underdeveloped Cambodia Climate Change Strategic Plan 2024-2033 and their updated NDC commitments. They also hope to overcome some ongoing challenges raised by MoE which are (i) institutional strengthening and better coordination across agencies, and (ii) legal and regulatory framework in high-emission sectors.
