  • Tenders are invited for “Consultancy to Design and Deliver Training and Capacity Building Courses for Ministry of Tourism and Private Sector Association Secretariat Staff”. Kingdom of Cambodia Tourism Commercial Capacity Building Programme AFD CKH 1126.02 CALL FOR CONSULTING SERVICES - TRAINING AND CAPACITY BUILDING The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD) and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme. The Ministry of Tourism of the Government of Cambodia now invites proposals from Consultancy Firms (the Consultant) to provide the following consulting Services: “Consultancy to design and deliver training and capacity building courses for Ministry of Tourism and Private Sector Association Secretariat Staff”. The Tourism Commercial Capacity Building Programme has conducted a review of training needs of selected departments of the Ministry of Tourism and of the Secretariats of the Private Sector Tourism Associations. This review resulted in a range of hard and soft skills being identified as critical for building professional capacity. These results have been interpreted into 18 training courses to be delivered, these have been grouped into 7 logical groups for procurement purposes. The Ministry of Tourism therefore wishes to select one or more Consultancy Firms (the “Consultant”), with proven experience and able to mobilize experienced trainers to design and deliver the specific training courses, it is expected that most of the courses will involve a combination of face to face training and online activity via a Learning Management System. Training will take place over the next twelve months according to schedule coordinated by the Ministry of Tourism PMU. The Scope of Work of this consultancy covers all the activities needed design, delivery and assessment of the specified training and capacity building courses. Activities under the scope of work include but are not limited to: • Consultation with the Ministry of Tourism PMU and other relevant departments, TCBP TA and PIU to understand the remit of the training needs to be covered by the training course. • Design of training syllabus and all supporting material • Preparation and management of Learning Management System to support course delivery, assessment, and dissemination of learning materials. • Planning of delivery (in coordination with the TA/PIU TCBP) of the specific courses - including organisation of venues and all training aids • Delivery of courses in the agreed combination of methodologies - face to face, online, hybrid etc. • Monitoring learner engagement/attendance and reporting to the TCBP PMU • Conducting agreed learner assessment activities • Delivering reporting on learning outcomes, trainee attainments and feedback on identified future skills training/capacity building needs. The Consultant shall be selected through a National Competitive Bidding Process based on quality and cost. International companies will be eligible to apply if they are able to mobilise trainers in Cambodia. The eligibility of the Consultant firm and submitted training team will be assessed against the following key points: • More than 5 years- experience in the field of training • Be experienced in planning and delivering training in the relevant fields in the course description. • Proven experience in producing reader friendly learning resources for non-expert readers on technical issues (samples to be provided); • Have demonstrated previous experience in delivering remote training utilising and populating learning management systems. • Proven experience in conducting learner assessment and reporting. • Have proven experience in conducting multilingual training. • Be able to demonstrate understanding of the contextual requirement of the scope of work. • Present an experienced and appropriate team profile containing the required skills to achieve a high-quality final deliverable. • Confirm availability to mobilise the presented personnel and commence activity immediately, upon signature of contract. • Khmer and English language skills are represented to be able to engage culturally and deliver the dual language outputs. The Training Courses have been grouped into 7 logical packages for the purpose of procurement. Interested consultancy firms are requested to identify the packages that they equipped and eligible to supply the required scope of services and to then request the detailed Request for Proposals documentation and terms of reference for each. The package groupings are listed below: Package 1 - Communications and Workplace Skills • Introduction to Programme and knowledge dissemination skills • Advocacy skills for Professionals • Workplace skills Personal management and leadership skills • General Communication Skills for Professionals Package 2 - ICT Skills • Online database management for tourism licensing management and membership management • Strengthening ICT skills - Microsoft Office and other basic skills • Desktop Publishing and basic video production skills for low-cost communication and marketing • ICT Skills for online communications Package 3 Marketing and Tourism • Tourism Event Management • Tourism Marketing and Promotion • Understanding modern tourism context - adjusting to the new normal (combined with English language support) • Understanding modern tourism context - adjusting to the new normal (combined with Chinese language support) Package 4 - Project Management • Knowledge management theory and techniques, and file management in organisational context • Fundamentals of professional Project management course (special attention to tourism) Package 5- Statistics and Research Skills • Introduction to Tourism research techniques • Research Skills for Tourism Sector - Statistics and Data Analysis, Statistical analysis software/tools (relevant software) and Tourism Statistical Database management Package 6 - Food Safety • Food Safety, Hygiene and Production standard practices Package 7 - Financial Management • Financial Management for Private Associations Eligible consultant firms can submit proposals for one or more packages that they have the relevant experience in to deliver the quality training and capacity building.
