- Request for proposals are invited for Design Capacity Development Plan for Efficient Technical Operation, Mainly on Online Monitoring/Automation System/ Supervisory Control and Data Acquisition Scope of Works The design of the capacity development plan for efficient technical operation covers the following tasks: 1. Assess the current technical operation system of each PWO from water intake to end- users and then design the optimal upgrade of the system for online monitoring/automation system/SCADA, which is practical and cost-efficient in the Cambodian context. The design excludes the upgrading of basic infrastructure such as treatment plant and pipe network. 2. Estimate the cost of the optimal upgrade of the system with the detailed specification of the equipment and software needed. The cost and design should comprehensively inform PWOs to enable them to decide if they should invest in the upgrading of the system. 3. Identify the suppliers who could provide the equipment, software, and/or services needed for the optimal system upgrade. CAPRED will use the capacity development plan designed by the consulting firm or consortium to discuss with the six selected PWOs to identify who is willing to co-invest with CAPRED in the upgrading of the system.
