• Under the Better Livelihoods and Human Capital through improved Service Delivery in Social Protection and Skills (BLHC) programme, a joint initiative supporting the World Bank Compass and the UN Global Accelerator multi-stakeholder track (M-GA), ILO is seeking for a consultant to conduct a Recognition of Prior Learning (RPL) outcome and process review. This review aims to provide an early assessment of how effectively Recognition of Prior Learning (RPL) supports returning migrant workers in re-entering the domestic labour market by examining its impact on employability, income, and job quality, as well as employer and sectoral perceptions of RPL certification. It will analyse beneficiary profiles—including poverty status, employment conditions, demographics, disability, and location—and capture both positive and negative views from workers and employers, supported by five case studies and five employer perspectives. The review will also evaluate the performance of the current RPL delivery system, identify bottlenecks, and assess coordination among key institutions.
