- Tenders are invited for National Consultants for Monitoring, Evaluation and Learning Capacity Building (MEL-CB) Monitoring, Evaluation and Learning Capacity Building (MEL-CB) • Review, adapt, contextualize, and develop MEL training materials based on CRS' MEL solutions package. Training topics planned to include a) project monitoring and evaluation, b) MEL planning, c) data collection, and d) data analysis for decision making. • Plan and deliver 4 three-day MEL workshops with PHD leadership (topics above). • Provide follow-up coaching with PHDs as they apply MEL learning, and support each to develop and implement a MEL plan. • Work with ALLRight Manager, MEAL Manager and Head of Programs to gain full scope of works and key deliverable outputs. • Conduct initial discussion with PHD leadership to understand needs and perspectives to inform the review, adaption, and contextualization of the CRS MEL solution package. • Apply human-centered design (participant focused) and adult learning approaches in workshop development and delivery. • Work openly with CRS focal points as they review and feedback on materials and methodology. • Complete all the deliverable outputs as specified in this consultancy contract. • Submitted all materials related to this assignment to CRS after completion. • Submit final consultancy service report to ALLRight Manager to review and approve. • All training and coaching materials should be produced fully in Khmer, and training and coaching will take place only in Khmer. Summary materials (to be agreed) to be translated to English. • Final consultancy report should be produced in English.
