Assignment Description Cambodia Solid Waste and Plastic Management Project Terms of Reference for the Preparation Support of the Environmental and Social Framework tools to support Project Preparation. For preparation support for the proposed World Bank financed Solid Waste and Plastics Improvement Project, consultants will conduct: (i) an Environmental and Social Management Framework -ESMF-; (ii) an Environmental and Social Impact Assessment -ESIA- for proposed Solid Waste Investments, including landfill in Siem Reap and (ii) ESIA for Solid Waste Investments for second secondary municipality in Cambodia and (iii) Stakeholder Engagement Plan for the entire Project. The projects Environmental and Social Management Framework (ESMF), will include: a. Labor Management Procedures (LMP) and Environment, Health and Safety Guidelines for the Waste Management Facilities, b. Community Health and Safety Plan (CHSP), c. Resettlement Policy Framework (RPF), d. Livelihood Restoration Framework (LRF), and e. Indigenous Peoples Development Framework (IPDF). For Siem Reap and a second province/municipality (to be confirmed by prefeasibility study consultants -separately contracted- on basis of landfill site suitability assessment, an Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP), including: a. Legal and Institutional Framework, b. Project Description and Analysis of Alternatives, c. Baseline Conditions, d. Impact Assessment, Benefits and Mitigation Measures, e. Environmental and Social Management Plan, f. Labor Management Procedures (LMP) and ES design standards, g. Community Health and Safety Plan (CHSP), and h. Livelihood Restoration Plan (LRP) for Trash-pickers and Resettlement Plan (RP), if needed. 3. The projects Stakeholder Engagement Plan (SEP). The above deliverables will be concise and limited to the most significant environmental and social issues. The main text of the reports will focus on findings, conclusions and recommended actions, supported by summaries of the data collected. The Consultant will also be responsible for assisting the ministries, Siem Reap and one other selected municipality (tbc) in obtaining all necessary national and World Bank approvals at key stages of the ESA process. This will include assisting with preparation, delivery and recording of statutory ESIA consultations including: Kick-off meeting (Inception Phase) Municipality consultation meetings and district consultation workshop on basis of Scope of Work of the Terms of Reference in Siem Reap and one other province/municipality (tbc) as well as centrally Supporting Provincial / Central consultation workshops for the draft ESIAs. Demonstrated previous experience in Environmental and Social Impact assessment prepared in line with IBRD Operational Policies and World Bank Environmental and Social Framework IFC Performance standards and the World Bank (WBG) Environmental Health and Safety Guidelines EHS Guidelines and E&S impact assessments for waste management projects, socio-economic surveys, preferably for waste pickers. * · 2. Provide information on the technical and managerial capabilities of the firm and the organization of work with the sub-consultants * · 3. Provide information on their core business and years in business. * · 4. Provide information on the qualifications of key staff and relation to the firms part of the consortium. * Cambodia - Solid Waste and Plastic Management Improvement Project Terms of Reference for the preparation support of the Environmental and Social Framework (ESF) Tools A. INTRODUCTION The Royal Government of Cambodia (RGC) is working with the World Bank to prepare the Solid Waste and Plastic Management Improvement Project (hereafter ‘the Project-) with the objective of improving solid waste and plastic management in selected cities in Cambodia. The Project components include: Component 1. National Policy and Institutional Capacity Development; Component 2. Technical assistance to support and capacity building for participating municipalities; Component 3. Investment Program for participating cities; Component 4. Program management, monitoring and evaluation. The World Bank-s new Environmental and Social Framework (ESF), which came into effect in October 2018, is applied to the proposed project. This Terms of Reference (TOR) outlines the scope and requirements for the conduct of (i) an Environmental and Social Management Framework -ESMF-; (ii) an Environmental and Social Impact Assessment -ESIA- for the project activities carried out in Siem Reap; (iii) an Environmental and Social Impact Assessment -ESIA- for the project activities carried out in one other Cambodian province/municipality to be determined by engineering consultants; and (iv) a Stakeholder Engagement Plan (SEP) for the entire project. Both ESIAs will need to be prepared in line with the WB-s Environmental and Social Standard 1 (ESS1) on Assessment and Management of Environmental and Social Risks and Impacts. These consulting services will be in accordance with the requirements of the World Bank-s ESF and RGC legislation and guidelines and take in consideration WBG general guidelines and WBG EHS guidelines on waste management facilities and examples of Good International Industry Practice (GIIP). B. PROJECT DESCRIPTION B.1 Project Implementation The Project will be implemented, after its effectiveness, by a Central Project Implementation Unit (CPIU) to be composed of three PIUs within Ministry of Interior (MOI), the Ministry of Environment (MoE) and the Ministry of Public Works and Transport (MPWT) in alignment with respective sectoral and institutional mandate of each ministry. In addition, regional PIUs will be established in each of the selected provinces/municipalities to handle the project implementation at the local level. B.2 Project Outline This project aims to create selected cities throughout Cambodia that can demonstrate improved solid waste management performance adaptable and scalable to other cities in the country. The Project will support solid waste management policy and legislation as well as capacity development at both the national and the municipal levels. In addition, the cities will receive selected solid waste infrastructure, specifically landfills to improve the environmental performance of the waste disposal. At the local level, the Project will focus on supporting improving solid waste collection services, improve waste fee collection and cost recovery as well as increase public awareness and citizen engagement through Technical Assistance under the Project, prior to infrastructure investments. At the municipal level the capacity building and technical assistance will focus on the improvement of the performance of private sector through provision of transaction advisory services. Every municipality receiving investment financing will first be supported with the technical assistance support and capacity building. This is a key aspect of increasing the quality of solid waste services, cleanliness in cities with less scattered waste and sustainability of investments through established cost-recovery plans and has been proven effective in other World Bank-financed Projects. Key criteria for joining the Project are for municipalities to confirm in-principle commitment through a signed Letter of Intent to the Ministry of Interior to: • Reform the solid waste management sector in line with Cambodia`s sub-decree 113 on Management of Urban Garbage and Solid Waste (Sub-decree 113 defines the Municipality to be responsible for Solid Waste Management); • Reform the solid waste operations, specifically revise contracts with private sector waste collector companies to include key performance indicators, operational plans, and reporting requirements in the contracts together with establishment of relevant payments for the services in the contract; • Development of a cost recovery plan for solid waste services; • Establish a waste management unit at the municipal level to monitor the private solid waste sector, take responsibility for the waste fee collection for households that will be used to pay for the waste collection systems. Establish a geospatial waste management information system also suitable for supporting spatial planning and environmental resilience planning etc as well as undertaking public awareness and citizen engagement activities to reduce littering and promote waste reduction and implement plastic policies.
