Kingdom of Cambodia Tourism Commercial Capacity Building Programme AFD CKH 1126.02 CONSULTING SERVICES Request for Expression of Interest The Ministry of Tourism of Cambodia has received financing from the French Development Agency (AFD) and intends to use part of the funds thereof for payments under the following project Tourism Commercial Capacity Building Programme (TCBP). The Ministry of Tourism of the Government of Cambodia now invites Expressions of Interest from Consultancy Firms (the Consultant) to provide the following consulting Services: “Review of online brand identity of Cambodia and to develop a digital promotional campaign to promote the revised brand identity of Cambodia” The Ministry of Tourism wishes to select a Consultancy Firm (the “Consultant”), with proven experience and able to mobilize experienced experts, and hereby invites Consultancy Firms to show their interest in delivering the Services described above. Eligibility criteria to AFD-s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD-s website www.afd.fr. The Consultant must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted. The evidence must include details of legally registered status under their relevant national laws. If the Consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement. The Scope of Work of this consultancy is split into two areas - the rapid review of existing digital marketing and then based on the resulting recommendations, the creation of a model online campaign to target the English-speaking market. The major emphasis of the campaign will be creation and delivery of innovative state digital marketing campaign, the role of the review to provide a simple baseline understanding. Activities under the scope of work include but are not limited to: Review of current situation a) Review of existing official digital marketing presence of the Royal Kingdom of Cambodia b) Rapid review of the marketing identity of Cambodia as presented by a selection of leading tour operators on key markets c) Report making recommendations for creating a best practice model for digital branding and marketing of Cambodia as a diversified destination. Creation and delivery of innovative state digital marketing campaign d) Provide recommendations for identifying the key audience best reached thorough digital media e) Develop an online media strategy for audience targeting on selected market f) Design a targeted marketing campaign that uses new innovative approaches to showcase Cambodia g) Develop appropriate distribution approach as relevant to audience and media including development of a microsite to consolidate messages. h) Utilise most effective modern techniques including retargeting and other mechanisms to convert views to potential bookings. i) Provide detailed analytics to monitor the performance of the campaign The eligibility of the company will be assessed against the following key points: • More than 10 years- experience in the field of creative solutions for promotional and marketing purposes of international destinations • Be able to demonstrate strong practical background developing and delivering innovative integrated brand response campaigns utilising traditional and digital media. • Proven experience of digital marketing material production from concept to delivery. • Have demonstrated significant previous experience in producing innovative promotional campaigns for at least 5 global level destinations and brands with a proven track record. • Be able to demonstrate understanding of the contextual requirement of the scope of work within the current tourism climate and how to support positioning a destination for recovery. • Possess necessary marketing experience, skills, outside perspective, and built-in relationships with publishers, media, and other key digital partners. • Availability of appropriate skills among staff and/or the ability to mobilize a relevant team of experts with appropriate knowledge and skills. No individual CVs are required at this stage. • Work effectively within an international environment, incorporating many cultures. • High English Proficiency The Client will also consider for the evaluation of the applications the following items: • Capacity of the Consultant to provide back-up/support expertise and ensure consistent delivery In addition, information required as part of the EOI include: Name of the firm, Country of registration, Year of incorporation, Relevant experience in activities of similar nature and complexity (for the last 10 years) addressing requirements described above in terms of the scope of work, key technical fields, and regional localization, Financial resources, Annual Turnover (last three years), Registration details of the firms. The Consultant (including all parties if a JV) should also submit a signed Statement of Integrity, Eligibility and Social and Environmental Responsibility available on request from Ministry of Tourism Project Management Unit or downloadable from www.afd.fr . The Consultant shall be selected through an International Competitive Bidding Process based on quality and cost as an international consulting firm having a large experience of marketing to the English-Speaking Western market is sought. But Cambodian firms with relevant international experience are invited to participate to the bid. Among the submitted applications, Ministry of Tourism of Cambodia will shortlist a maximum of 6 consultants. Only shortlisted firms will be issued Request for Proposal (RFP) Documents, including Terms of Reference (TOR) for the assignment, and be invited to submit a detailed proposal. Expressions of Interest must be submitted to the address below no later than Tuesday 6th October at 15.30 Cambodian Time.
