Description:
1. BACKGROUNDThe Health Equity and Quality Improvement Project Phase II(H-EQIP II), approved on March 10, 2022, is financed by the World Bank (WB),Pooling Partners (DFAT, GFF, KfW, KOICA), and the Royal Government of Cambodia,with a total budget of US$303 million. The project aims to improve equitableaccess to quality health services, strengthen health emergency preparedness andresponse, and provide immediate support in the event of a crisis or emergencyin Cambodia.A key subcomponent of H-EQIP II is the expansion of servicedelivery from a maternal and child health focus to comprehensive services,including Non-Communicable Diseases (NCDs), with an emphasis on communityengagement, health promotion, prevention, and people-centered care. By 2024,all health centers completed training for diabetes and hypertension screeningand treatment. The Ministry of Health (MoH) is preparing to launch an NCDElectronic Medical Record (EMR), with training of trainers already conductedfor NCD focal points in all Provincial Health Departments (PHDs) andOperational Districts (ODs). The project also supports cervical cancerscreening using HPV DNA-based methods, with rollout planned for late 2025 andearly 2026.This subcomponent is financed through performance-based NCDService Delivery Grants (SDG), disbursed to health centers after verificationby the National Payment Certification Agency (NPCA). The NCD SDG reimburseshealth centers for screening individuals aged 40+ for diabetes andhypertension, and women aged 30-49 for cervical cancer via HPV DNA testing inseven selected provinces. Community engagement SDGs support Village HealthSupport Groups (VHSG) in NCD promotion, registration, follow-up, and referral.2.
